Yomtov Garti was the third mathematician to obtain the title of Ph.D. in Turkey. Finalized in 1939, under the supervision of the famous mathematician Prof. Dr. Richard von Mises, the thesis' results were published in Revue Mathématique de l’Union Interbalkanique in 1940.  Garti's work is a generalization of the initial distributions of von Mises to n dimensions. 

After more than 80 years Dr. Yomtov Garti's thesis is now published in a book.
